The principle is simple, your connections are routed through the service network so the other end sees one of their IPs instead of yours. The problem with it is the "anonimizer" service provider knows your IP, plus of course your connections are slowed depending on the distance between you and the service servers. The longer answer is: you can make things more difficult for people who want to track you. For example you can interpose an "anonymous" proxy server between you and your final destination when you visit a web site. The proxy itself still knows you but the other end of the connection does not. Same goes for Emule, you subscribe a VPN service and they will interpose their servers between you and the other clients. The service still knows you and you pay some price in terms of bandwidth because all your connections need to be routed. Note that if some governative agency really wants to track you, they can, they will trace you back to the VPN service and ask them.
